The whole system runs from Affiliate Center in Seller Center, and it comes in two modes that answer one question — do you want to pick your creators, or let creators pick you?
Open Collaboration lists your products in TikTok's Product Marketplace where any creator can find them and apply to sell them. You set a commission rate per product (TikTok suggests a rate; the decision is yours), optionally enable free samples, and creators do the rest. You can add products one by one, batch-add your whole catalog, or switch on Auto-Mode so every new product you upload joins the program automatically at a preset commission.
Open Collaboration is the discovery engine. First-time affiliate sellers should start here: it shows you — with zero outreach effort — which creators pick up your products and what their individual sales performance looks like.
Target Collaboration is the invitation system: you choose specific creators and send them a collaboration offer. Each invitation carries a name, validity period, your contact info, an optional pitch message, preferred content type, up to 100 products with per-product commission rates, and free-sample settings. The hard limits worth knowing: up to 50 creators per invitation, up to 1,000 invitations per day, and up to 1,000 creators in your Saved list.
You find creators through Find Creators (search, filter, and heart the good ones into Saved Creators), through each creator's performance card, or by batch-inviting from your saved list. Once live, the collaboration dashboard shows who accepted, who actually posted, and which videos drove sales — down to per-product video detail.

The playbook that works: launch everything into Open Collaboration to cast the widest net, watch the data for creators who convert, then move those proven performers into Target Collaborations with better commission rates and sample support. TikTok's own rule settles any overlap: if a product sits in both, the creator earns the Target commission — so your negotiated deals always take precedence.
One rule surprises sellers: commission changes aren't instant for everyone. If you lower a product's rate — say from 15% to 12% — creators who already have it in their showcase keep earning the old 15% for a 30-day lockdown period before dropping to the new rate. New creators who add the product after the change earn the new rate immediately. Plan rate reductions a month ahead of when you need the margin back. There's also a Tiered Commission option that rewards higher-volume creators with escalating rates.
Samples are the fuel of affiliate recruiting — and the fastest way to burn money if unmanaged. TikTok's filtering tools are your defense: sample requests can be filtered by product category track record, follower count and demographics, content type, agency status, past collaborations, 30-day GMV, average video views, and average LIVE viewers. The single most useful filter: "From reliable Creators" surfaces the top 20% of creators by ratio of samples received to content actually posted — the people who don't ghost after the free product arrives. Unhandled requests auto-reject after 30 days.
